The story follows Jack Bryant (Stephen Frears), a young, idealistic CIA agent eager to prove himself. He's sent to Nicaragua on a seemingly straightforward mission: supply weapons to a rebel group fighting against a communist regime.
However, things quickly go south when the mission explodes in a fiery disaster. Jack is framed for the operation's failure and becomes a target for both the Nicaraguan government and rogue elements within the CIA.
On the run and desperate for the truth, Jack teams up with a disillusioned journalist (Randy Quaid) who suspects a deeper conspiracy at play. Together, they must uncover the truth about the botched mission and expose those who orchestrated the operation for their own sinister goals.
