FBI agent Jack Crawford (Jason Statham) is obsessed with revenge on an assassin named Rogue (Jet Li), who killed his partner and family three years ago. Rogue resurfaces in San Francisco, where he sets off a bloody war between rival Asian mobsters Chang (John Lone) and Shiro (Ryo Ishibashi).

Crawford teams up with Chinese police detective Li (Nadine Velazquez) to track down Rogue, but soon finds himself caught in a web of deceit and betrayal. It turns out that Rogue has his own agenda, and he's not afraid to use anyone to achieve his goals.

In the end, Crawford and Rogue face off in a climactic showdown, where the truth about their past is finally revealed.
